The Personnel Department, with its mission to provide excellence in personnel services, is governed by the Civil Service Commission. The five-member Civil Service Commission is appointed by the Mayor and approved by the City Council.

The Personnel Department maintains a merit system that provides equal opportunity for all City of San Diego applicants and employees.
