About the Role:
King County's Stormwater Capital Unit is currently seeking highly qualified candidates for the position of Stormwater Capital Project Manager III (Capital Project Manager III) to manage the highest priority stormwater projects for King County Water and Land Resources Division. We are looking for a resourceful and technically skilled project manager who can lead and deliver capital projects while being supported by a team of dedicated water resources professionals. The capital project manager will lead large projects ($3-10M) through initiation, design, construction, and closeout. The capital project manager will be responsible for leading project teams (including consultants and County staff) within constrained budgets and schedules. This position will work as capital project manager supporting a wide range stormwater capital projects and programs within the work unit and the Capital Section. Projects include flood mitigation, detention and water quality facility repair or retrofit, feasibility projects, and regional stormwater facilities. If work capacity allows, the position may also provide support to capital project teams in the Water and Land Resources Division dedicated to the delivery of stormwater infrastructure projects that protect and improve water quality and stream habitat, improve drainage/reduce flooding, and support capital delivery of projects within Water and Land Resources Division.
This position performs work remotely and onsite at field locations and in the office.
About the Team:
The Stormwater Capital Unit (SCU) designs, permits, implements and monitors stormwater projects across King County that address flow control, water quality, and aged or outdated infrastructure. SCU has a multidisciplinary staff (18 FTEs) of engineers, project managers, and ecologist with experience in project feasibility, project planning and design, regulatory management, construction procurement and supervision, and project effectiveness monitoring. The Stormwater Capital Unit (SCU) designs, permits, implements and monitors stormwater projects across King County that address flow control, water quality, and aged or outdated infrastructure. SCU has a multidisciplinary staff of ecologists, engineers, and project managers with experience in watershed assessment, project conception and design, regulatory management, construction procurement and supervision, and project effectiveness monitoring. Job Duties:
What You Will Be Doing:
Manage capital project multi-disciplinary teams in the planning, design/permitting and implementation of stormwater facility projects (retrofits and new facilities), stream/wetland mitigation and/or flood hazard reduction projects.
Project manager responsibilities include managing capital projects through all project phases: planning, design/permitting, construction and closeout. Specific tasks include:
- Develop and implement approved scope of work, schedule, and budget for capital projects.
- Identify deliverables and needed resources.
- Develop project management plans and prepare all required documentation for Stage Gate Approvals.
- Coordinate project meetings with interagency teams, local jurisdiction and other agency partners and community stakeholders.
- Coordinate with technical and engineering staff to prepare Plans, Specifications and Estimate (PSE) including grant applications, feasibility studies, permit applications, Basis of Design documents, Technical Information Reports, stormwater pollution prevention plans, and public outreach materials.
Represent WLRD in a wide range of settings, including inter-agency collaborations and project meetings to build support and communicate complex technical issues effectively with stakeholders, including citizens and regulatory agencies.
Participate in project management improvement teams within the Capital Section.
Requirements
Experience, Qualifications, Knowledge, Skills:
Qualifications You Bring:
- Bachelor’s degree in planning (Land Use, Urban, Regional, Environmental), Engineering, Environmental Studies, or a related field and two (2) years of any related work experience OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.
- Demonstrated project management and organizational skills.
- Excellent oral and written communication skills and experience with giving presentations and meeting facilitation.
- Ability to work independently and manage numerous projects simultaneously.
- A commitment to equity and a demonstrated skill establishing and maintaining work relationships with a diverse group of people.
Required Licenses: Valid Washington State driver's license or the ability to obtain one prior to starting work if selected for this position.

- Ability to read and interpret engineering plans and specifications.
- A Project Management certification OR experience with Project Management Institute’s Book of Knowledge.
- Demonstrated experience or knowledge of federal (ACOE), state (HPA), and local (C&G) permits.
